Google Admin role for Share Drive management

As a part of cleaning up admin priv. in Google, one of our elevated admins has noticed they can't manage shared drives, or add users to shared drives (after taking away their Super Admin priv.). 

How would I allow the person to be able to manage share drives? So far I can add them to the Services Admin role, but that gives them a lot more access than I'd like.

Any recommendations would be helpful.

Use GAM to add them as manager of all Shared Drives.

What happens when a new Shared Drive gets created? I have to run the GAM command again? That's why I'd like to configure the Admin Role properly for them to be able to manage Shared Drives. This person is in our department, just the SA role was removed from their normal account.

Yes, but the script can be scheduled to run every week, day or hour.
