Users unable to sign in on google.com or new tab page

For users that are signing into the chrome browser or a chrome OS device for the first time, users are unable to view the "Waffle" as the normally would. It displays "Sign in to arrange apps" and when clicked, gives a 400 error with the url of: https://accounts.google.com/ServiceLogin?continue=chrome-untrusted://new-tab-page/one-google-bar?par...
If they go to google. com, similar thing. Waffle not working and this is a Sign In button that does nothing when clicked. If they manually go to drive.google.com or classroom.google.com, then the waffle works as expected. I checked the audit log, and I don't see any settings changes. I found multiple threads over the years of people complaining about this, chalking it up to cookies or extensions, but I tried a fresh login of an account in an OU with no extension assigned, and it still was a problem. 😞 Is anyone else seeing this? I'm chalking it up to a recent Chrome update that has temporarily broken this feature.
