Education Archived User licenses & data retention

I was reading up on Archive user licenses, Does this mean after the the vault retention rules, If you don't delete the account the data that has not been deleted from the account is still there?  (IE vault retains users deleted email for x years but the email still in the inbox stays until the account is deleted) 

Data for these users is retained based on your institution's Vault retention rules, and protected by the same industry-leading security as users with an Education Fundamentals license. However, it does not allow the user to sign in to their Google account on any system, including Google Workspace services.

Yes, so long as you don't purge it with aVault rule it will stay there indefinitely. Until the account is deleted, then if a Vault rule saves it longer it will stay but after the retention lapses it will be permanently deleted.

Archived users are in a sort of frozen state, though they can still receive email. While a suspended users data might get deleted after two years of inactivity from my understanding,the archived user stays as is.

Individual Workspace user accounts are never auto-deleted.

The two-year deadline is if the entire Workspace is un-used for two years.
