"Sharing is turned off" message in Google Photos

I have one student who is trying to receive photos in Google Photos on her school account from her coach.  The coach does not have any issues sharing photos with anyone except this one student.  The coach tries to share and it says:

When I open Google Photos as the student, I click the Sharing section and I see this:

My first thought was Family Link, but upon asking the student and family, they do not use Family Link.  (of course, unless they set it up years ago and forgot about it or something...  But I don't have a way to verify that it's not actually set up, I don't think...)  

Then I thought maybe it was something with the Under 18 setting.  However, the coach has successfully shared the photos with all other students without issue.

Any thoughts about what might be causing this for one student?

We ran into this a while back. Our determination is "Google made a change" and if students had received shares "before" they could still do so, but if the students were "new to sharing" "after" then it wouldn't work.

it seems like moving forward users will not be able receive photos on their accounts from non-students.

This is one of those "designated as under the age of 18" things.

Good thought, but I don't think this is it.  I have another student, under 18, same OU, brand new account as of last week, who is able to successfully receive the shares.  So it seems that if it were something with accounts under 18 moving forward, it should affect this new account too... Right?

Hmm.  Still a mystery here.

I don't allow Family Link.

These are school accounts, and IMHO should not be under any control by anyone but the school/district/me. I don't want anything unknown interfering with my settings.
