I would like to have a page in Google Classroom that allows teachers to switch to a mode where students can upload and submit assignments.

Right now, that is not a feature in Google Classroom. If you would like it to be considered for a future version of Classroom, please click on the ? question mark at the bottom-left of any Classroom page. All submissions via that method are reviewed by a team member.

I'm probably not understanding your request, but isn't this what Google Classroom has done since the beginning? If an assignment is made, when the student go to turn in something there is a button to attach a file to the assignment (this is true even if there is already an attached file).
