Google Classroom Email Issue

For a while now, and I have tried Google Support who seem equally flummoxed, when we try and use the email people from Google Classroom option, we get the below email-quarantine message. Yet, our actual gmail DOES work. So it is very strange. I wondered if anyone here has any thoughts? Thanks

Weird.

Tested emailing student, guardian, and All guardians. All opened a templated Gmail in a new tab, without issues.
