From what I have read:
Make sure they are all on the same OS version
Make sure they are all in the same OU
Make sure the device is loading policy (chrome://policy)
Check to see if the settings for that OU include:
How to Manage the Policy
- Admin Console Path: Go to Devices > Chrome > Settings > Managed guest sessions in your Google Admin console.
- Policy Name: Look for ManagedGuestSessionPrivacyWarningsEnabled (Reduce Managed-guest session auto-launch notifications).
- Configuration: Toggle or set the value to False.
- Note: Google designed this notification as a privacy disclosure for public or shared devices, and disabling it completely may not be supported or visible depending on your specific ChromeOS build version or organization tier.
Barring any of those, I would 3-finger powerwash the device and see if it starts acting similar to the others afterwards. If not, you might be lucky enough for the other 25 to have bad profiles that are actually working as you want them to. Resetting those might have the exact opposite effect than desired.
