Consortia to deal with the PLUS changes

Does anyone know if there are consortia (technology or otherwise) that will help us negotiate rates to address the impending PLUS cuts?

What cuts are you referring to? I was under the impression benefits of plus were being extended to incorporate Gemini access in some Workspace tools.
