YouTube restricted mode issues?

I have been having issues with getting the restricted block page when Logged in,  OU is set 18+  and Permission level is Can Approve Videos  And still get the restricted page..

If I change it to unrestricted YouTube access they can view the video,  Shouldn't "Can approve videos"  be on top of unrestricted?

I left staff on unrestricted and added this setting and it appears to be working now and teachers have the Approve button as well. 

Signed in users in your organization can only watch restricted and approved videos enabled.

Can approve videos is a separate feature from what they can watch.
