Students sharing docs with students

Hello,

A teacher has asked me why some of her students cannot share a doc with another student. 
I paused and asked her if that was what she really wanted, as I do see this as a place where students could communicate during school (why we turned of chat in docs, etc).  

Never the less, when I investigated, I see that for the OU student, external sharing is inherited from top OU and permitted.  So I do not understand why these students are having trouble sharing anyway.   

Any advice is welcome.  Thank you.

A single user can block other users, and then sharing stops working.

But it shouldn't be possible in your own or trusted domain.

We restrict sharing externally as we do not want students communicating with anyone outside our domain.  We also restrict email to students by using an allow list.

Have you looked at the sharing settings on the document to see if the permission was applied?  If it does show the additional student having permission, you may have some restriction on the sharing email notification from Google.  If students are permitted to email each other they may be able to send the link to the shared document that way or they could send it to their teacher to send to the other students if it's restricted.

Also, if a student "borrowed" an assignment from another student it cannot be turned in through Classroom.  I see that question a lot.
