Students adding a printer from home

We have OS settings turned off for students (for obvious reasons). Is there a way to allow them to add a home printer without opening up settings in general? Is there a way to whitelist the printer setting? We have the printer set to allow them to add printers, but without access to settings it's meaningless.

I know HP has a chrome extension that works pretty easily to be able to print to HP printers when on the same network.  I remember using this a few times for parents during the pandemic.  Haven't touched it a few years, but this is the link:

We block most of the settings using the allowlists but allow printers and other things by adding the "URL" (chrome://print, etc.), and then they have to know to type in the page needed.  Kind of a pain, but it works.
