External access

(Note, I am not a superadmin in my domain, so I do not have access to these settings.)

It used to be that to allow access to a Google for Education domain it could only be to another GFE domain and both domains had to mutually allowlist each other. "Gmail.com" address could not be allowlisted. Another admin (not a member here) said that his domain could be opened to external users without mutual allowlisting. Has something changed?

We have a very small list of domains we allow, but I don't recall having to have them add us on their list.

It has also been a while since I've had to update it, bit I was not under the impression that it had to be mutual.

Can somebody confirm the requirement (or lack thereof) for both domains to be Google For Education domains and whether mutual allowlisting is required?
