Does email delegation only work if it's enabled for users in the admin console?

I assigned an email delegate using GAM.

Admin console 'let users mail delegation' is turned off.

Delegate email user is not appearing to the recipient.

I was hoping delegation would work if I did it with gam without turning it on in the GAC, but it doesn't seem to be.

Just wondering if anyone can confirm this as correct.

You are correct in your deduction. If it's turned off in GAC even with GAM commands it won't show up for the users. That's my experience as well unfortunately.

Gmail Delegation must be allowed for both accounts.

Also, both accounts must have permanent passwords.

The attribute changepassword off.

However, the delegated account must not necessarily ever have been logged into. It's fine to be an unused account. You don't have to log in and accept EULA and stuff.
