Custom JSON setting for OrbitNote extension

Hello.  Anyone using the OrbitNote extension on student chromebooks?

Apparently, there is a setting that should be enabled by default for this extension that is not.  It is called "Open Web PDF's":

This setting is accessible via an "options" menu of the extension itself.

However, since I URL block "chrome://extensions" as a security policy for students, they cannot access this screen.

Rather than reversing this URL block, I was wondering if anyone has any deeper experience with creating  a JSON policy value that would simply enable this setting by default when installing the extension:
