Can't use recently purchased ChromeOS Education Upgrades

I recently bought ChromeOS Education upgrade licenses, but I can't figure out how to apply them to my organization. I have confirmation of delivery and purchase, but I don't see them anywhere on google admin. None of the google support articles were helpful, which seems to be the norm here.
