Now chrome has a customize button on the bottom right. Students are using this to add inappropriate pics. Can this be disabled?

It's important to remember that custom backgrounds for Meet apply to all users in that Meet. The only way to disable it for students is to disable it for anybody who might create a Meet involving students. That's why a lot of organizations disable it at the domain level.
