Data as a Public Utility (The "Shared Commitments" Era)

The National Academy of Medicine (NAM) just launched its Shared Commitments Initiative (Jan/March 2026), which aims to make health systems 'fair' by treating health data as a national utility. Simultaneously, the 2026 Health Equity Innovation Awards are prioritizing 'Social Determinants of Health' (SDoH) over pharmaceutical breakthroughs.

If we treat data like water or electricity - a shared resource meant to bridge the 'Omic Divide' - who owns the privacy of that resource? If a wearable device predicts an outbreak or a mental health crisis in a specific zip code using predictive wellness algorithms, what is the duty attached to that decision? What action, if any, needs to be taken?
