Google Transfer Pop up

This morning a couple of our faculty members reached out about a blue pop up in their Chrome browser prompting them to transfer their Google Workspace content to a personal account. Our IT department did not send these nudges and we initially thought it was a phishing attack. It appeared to originate from Google Takeout. Does anyone have insight into how to turn these nudges off or why they went out?

The banner is surfacing to build awareness for the new inclusion of Google Photos in the Takeout Graduation service. We have reached out to the associated product engineering team to share the feedback we have received. The banner should not appear for users having Takeout Transfer disabled.
