Prevent PWA installs?

I've been dealing with trying to successfully block a couple specific "gaming" websites from our students using our web filter (Securly).  Students are on Chromebooks.

I've got the domain(s) blocked currently, but have learned that some students did the PWA install from the game page prior to getting it blocked.  They are able to continue using the PWA app and play games despite the domain being blocked otherwise.

So I have 2 questions:

1) How do i remove an installed PWA from student CBs from the dashboard

2) How do I prevent any further installation of PWA from students?

I would look up the device in the admin console (by serial number or most recent user), then reset and clear user profiles.

This will wipe the user profile off the device and force student to login again.

Not sure on question #2.
