Installation-time attributes lock error

Have a device that gives the following enrollment error: "the system failed to establish the device installation-time attributes lock."  I can't powerwash it and I've tried recovery about 10 times with various flash drives and consistently run into "unexpected errors".    Anyone have any ideas?

Have you verified that your recovery drive works on the same model of Chromebook?  We had some issues like this and it turned out some of the USB drives didn't work well for recovery drives.  The only other time we had the recovery drive fail was when there was a bad memory stick (that was a long time ago when we were actually able to replace the stick of memory)
