We have two orgs

Staff\Suspended and  Students\Suspended

We would like to block internal sharing the same way we block external sharing. With a checkbox

I chatted with google support and they suggested I do a feature request since it is not possible right now to block the internal sharing by any method despite the account being suspended. It would be a nice feature in a world of security.

This way you could see over time who puts in a work order for access to a file. We try hard to encourge people to use Shared drives.

It is unfortunate you can use gam to find out the last time a file has been accessed with even viewed.

Could you turn off the email service for those OUs? People still might be able to send an email to them, but I do not think that they would be able to check their email so in essence they would never receive them.

Hi there.  If I'm understanding your issue, you'd like this feature to help you identify internally shared Drive items (owned by Suspended accounts) that are still in use by others.  We've created a Trust Rule on our Staff>Suspended OU that blocks Google Drive and is triggered by sharing or receiving.  This ends up surfacing those work orders for people who need access to items owned by Suspended accounts, which we can then moved into a Shared Drive as needed.

And this works even for internal sharing requests, right?

As there should be no actual sharing completed as the owner is disabled, and therefore can't complete the sharing. So how would it trigger on receiving? Or are you saying that the disabled account is triggering a share request?

What Scott mentioned works well for internal sharing. You can use the Rules feature (provided you have Workspace Standard or higher) to do this. Here's how it basically works: https://www.youtube.com/watch?v=_mtPDM-lt6w

We use it to block students that are in a specific group from sharing files with other students, but this could be modified to prevent users within a certain org from sharing with others too.
