Can access to the google play store be blocked for an OU or group?

We have a school who wants it blocked. I turned off the service for that OU but it still comes up. Even google support has no idea why this doesn't work. Am I missing something

Why?

Nobody can install anything unless you add/allow it.

Either way, the setting is here. As you can see, I have mine set on Allow users to install Android apps.
