Allow Android Apps for School Phones

We have some school owned phones and have set these up with generic accounts for each phone. Both phones and these generic accounts are in the same OU. We do not have any licenses so have set Universal Settings > General > Mobile Management to Custom (Android = Advanced & Google Sync = Advanced). Apps have been added through Devices > Chrome > Apps and extensions as well as through Apps > Web and mobile apps. Google Play is enabled for the OU.

Theoratially the Android Apps added should be available on the phones but they are not showing. Does anyone have the correct steps we need to follow to allow these phones to install Android Apps?

Listening in, because I've never had anyone show me how to use Google to manage apps for Android phones.

At work we've always used other MDMs.

A work-around is;-

  1. Enable Google Accounts (Devices > Mobiles and endpoints > Android settings > Users and accounts > Google Accounts)
  2. Add a Gmail account
  3. Download the App
  4. Remove the Gmail account
  5. Restrict Google Accounts

But this needs physical access to the phone, which is OK for us, but a remote solution would be much better.
