Admin Quarantine due to similar names, bypass?

I have a admin quarantine policy setup for similar names so that we limit emails claiming to be a staff member,  How do I Allow certain email to bypass the Similar names quarantine?   Staff works at two districts (shared staff) so they have an email at both districts....   name@district1   and  name@district2

Add them as contacts.

Contacts are excluded from the Safety Check.

Would that be a per user setting then?

To not have to push the contact to all individual users, I'd start by adding it as a Domain Shared Contact.
