2-step verification question

Here's my situation and then my question.

Small parochial school and I'm the Google admin person and full time librarian with teaching load. So I'm not the best at understanding some of the admin stuff. 

We have some "generic" user accounts that more than one person can access. For example, we created 3 guest teacher accounts for subs to use. This way the subs are able to access Google Classroom, Hapara, BrainPOP, etc. 

How do I set up 2-step verification on those accounts? Our procedure is for the guest teacher to get one of the guest teacher laps from me and then use it for the day.  If I use my phone number to verify, what if I'm not at school that day?

We set up another account to be the owner of shared drives and email contact for all billing. This is used by more than one person. How should I set this up?

Is there a better way to handle these situations?

I need help.

I suggest getting something like a Yubikey to serve as the 2FA in this case.

Having more than one person logging in to the same account is not allowed. It's a breach of the Acceptable Use Policy (AUP), and most likely illegal according to any and all data privacy laws. Don't do it.

No account needs to own Shared Drives.

The Workspace organisation does, and they can all be managed in the admin console.

Sending or Reading emails from/to the same account is easily managed with Delegated Gmail, or a group. Almost never a need to actually log into such accounts, and definitely not different people.
