Sensitive data sharing

If we have one file that contains sensitive data and one of the users from the organization wants to share it with some outsiders, can we stop the users from sending the file that contains the sensitive data??? or if the user is sending these types of files, can we get the log or alerts for the sensitive data file that the user has sent to outsiders via email?

Please . help me for the query mentioned above.
