I see a new option under each device called "Change Upgrade" anyone kno what that does?

It looks like this has something to do with a kiosks and digital signage upgrade license.

Anyone heard of Chrome sign builder? It's free, easy, and wonderful......(anyone sense my potential sarcasm)....

AFAIK, CSB (the actual kiosk showing the content from a Chrome device) still works great. I don't know of any changes for that feature of the kiosk, do you?

Only the Build bit is made slightly more complicated as I don't think it works on non-Chrome devices anymore?

Yes, for signage/kiosk-only they offer a cheaper licence, mainly for non-Education.
