Email routing for Students?

I've been asked to look at setting up email restrictions for students. Block emails from outsiode for some grades etc. That look pretty easy but the boss wants to only allow students for a building to be able to email staff in their building. Heres the problem I'm running into, I thought I could do this with a routing rule by blcoking sending to anyone then specifically allow or bypass it for that buildings staff group (an auto updated group) but the bypass section will let you add a group email but only applies to individual email address which can never be kept up to date. Is there any way of doing this?

We have done that for all our schools, whereas the students at that school can only look up staff & students at that site. Although this solution will not stop a student from emailing anyone if they know the email address for other staff & students within your division. But it does drastically reduce the risk of students from emailing (and even sharing documents) with the wrong staff member or students that happen to have matching names.

I have set a similar restriction up for our 7th and 8th grade students. In Apps> Google Workspace> Gmail> Compliance> Specific OU> Restricted Delivery, you can establish a rule restricting delivery.  When you start to create the rule, it will ask for addresses or domains to allow. I established lists for teachers, paras, and parents. What this rule permits is the sending/receiving of emails from their classmates and those on the allowed lists.  No other user can successfully send to them.
