Drive Sharing Spam Limits

Does anyone know Google's limit on sharing documents in Drive before it triggers Google's spam policy?  Last night we had a teacher attempt to share 18 different spreadsheets, one at a time, with teachers in a neighboring district outside of our domain.  After she shared the 16th spreadsheet, she could not share the remaining two and received the following notice in her email:

No - but we had this when one of our school business managers shared an electricity bill with the Trusts accountants. Needed a support call to get her up and running again.
