Thanks for sharing this Kristal. While the language and context is different, the broad picture reflects the work we are doing in New Zealand to develop digital equity. The framework described is something we can relate to and bears many similarities to the approaches we have taken. Some of the quotes are a bit scary! (eg Only 18 percent of K-12 schools (https://nces.ed.gov/pubs2021/2021017Summary.pdf) strongly agree that teachers are sufficiently trained to use technology for instruction.
