We have a student who is on the leadership board of a business ed group and needs to log into another google account (xxxxx.org), but it is a google email address. Is there a way we can allowlist this one account or domain, so the student can log in and do what they need to do? Either in the email account or on the Chromebook? Just some way the student can access this one domain, while not allowing all the other domains? I hope this makes sense.

Yes.

Put the device in its own OU.

Set Login Restriction to include both your own domain and the single email address for the external domain.

You could even restrict the device to the one user, by adding only their two exact addresses. On the same line in the setting, separated by a comma.
