We went through this a while back. We leverage GAT Shields in our environment, and essentially created a blackhole for students with access to only the whitelisted instructional content for instruction. This is attached to a group that students are added and removed from based on the determination by the schools' admins. It's a tidious process though...because you will need to identify as much of the instructional content used within your environment and then whitelist those content for the whitelist attached to the "block all" policy. It has been effective for us... The key is, attach it to a group - don't get stuck manually adding and removing user to that policy.

Yeah, managing allowlists and blocklists manually really can't be recommended.

Much better having someone else do it.

Worth the price.
