I want to start a project for different schools from different regions. I want to use Google Classroom, which I use at my own school. Is that possible?

The students are not all in the same Google Workspace.

Both domains would have to mutually allowlist each other.

As Mark already mentioned you will need to add the domains in the allowlist. Though only in your domain do you need all schools, the other schools would only need your domain so they can join your Classroom. They might need to change the setting to allow students to join allowlisted domain Classrooms, as some schools have this turned off.
